High Needs Provision Capital Fund – 2022 to 2024
Local authorities must ensure there are sufficient good school places for all pupils, including those with special education needs and disabilities (SEND). Developing the “Delivering Better Value” plan has confirmed that we do not have enough locally based specialist provision in Swindon.
In August 2023, the Government committed £1,851 million of capital funding from 2022 to 2024 to help local authorities create new school places and improve existing facilities for children and young people with SEND, in consultation with parents and providers. This funding can be invested in mainstream schools and academies, special units, special schools and academies, early years settings, further education colleges or to make other provision for children and young people aged from 0 to 25 years.

When planning for the use of HNPCA funding allocations, local authorities should ensure they are considering environmental sustainability, carbon reduction and energy efficiency, to develop solutions for projects that are in line with wider Government targets and objectives.
To access the funding, local authorities should publish plans on their local offer, updated by March each year, showing what they are planning and how they have consulted.
The local authority have carried out a consultation and finalised those projects that meet the criteria of the agreed proprieties. These will be kept under regular review and the plan updated accordingly.
