Pedestrian crossing review
Requests for new or improved pedestrian crossing facilities are considered through an annual review to assess sites in relation to the need and impact on the road network.

The annual Pedestrian Crossing Review allows officers to examine existing motorised and non-motorised traffic levels and identify priority sites for new or improved pedestrian crossing facilities.
Surveys are carried out to capture the current usage levels of the crossing points by pedestrians, cyclists and non-motorised traffic, as well as motorised traffic to report the speed, volume and composition of traffic with which vulnerable road users have to compete.
A calculation (both weighted and non-weighted) of the degree of conflict between pedestrians and motor vehicles at each crossing point is determined. This calculation is used alongside qualitative data to inform whether any amendment to the crossing facilities is justified.
The outcomes of the review are reported to Ward Councillors and any priority sites recommended for inclusion in the following year’s works programme, subject to the availability of funding.
Sites may be identified as suitable for a variety of crossing types depending on the site characteristics, including:
- pedestrian refuge
- zebra crossing
- PUFFIN crossing (signal controlled pedestrian crossing)
- TOUCAN crossing (signal controlled pedestrian and cycle crossing)
