Apply for a scrap metal dealer licence
If your business is to collect, buy or sell scrap metal in the Borough, you will require a licence.
There are two types of licence:
- A site licence allows the licence holder to buy and sell scrap from a fixed location in the Borough. This includes motor salvage operators. See the site licence guidance notes (PDF)

A collector’s licence authorises the licence holder to operate as a mobile collector. This is for anyone who travels to collect scrap metal from commercial or domestic premises. Mobile collectors are required to be licensed with every local authority in whose area they operate. See the collector's licence guidance notes (PDF).

All applicants are required to disclose relevant convictions and enforcement action on their application form. Applicants must also provide a basic disclosure document, available through Disclosure Scotland (the issuing body for these certificates).
The application fees are:
- £578 if applying for one or more site licences in this Borough
- £322 if applying for a collector's licence for use in this Borough
Each licence last for 3 years.
How to pay
Waste carrier registration
Individuals applying for a collector's licence are expected to be a registered waste carrier. You can register as a waste carrier with the Environment Agency.
